The President of the Republic of South Africa is empowered by Section 84 (2) (j) of the Constitution to pardon or reprieve offenders. 

This serves the purpose of allowing offendors to have a second chance in their life.

If an individual is convicted of a crime and they do not meet the criteria for a criminal record expungement, a Presidential Pardon is likely your last resort.
